According to an Athletics Staff description from a 1990 Casper College athletics program for Thunderbird basketball, "Morrison is no stranger to Region IX basketball. A native of Scobey, Montana, Morrison attended Dawson college and Northern Montana College, where he was honorable mention All-America in 1971. He went on to play professional basketball in Holland and Austria. In 1974, Morrison was Most Valuable Player against the national Hungarian and Romanian teams. Prior to accepting the Casper College post, Morrison was an assistant coach at Northern Montana and Billings West High School. He then spent eight years at Dawson college as head coach. SIMP^N WYOMING lanitefi States ^oiatt WASHINGTON, DC 20510 December 22, 1986 Dear Editor: As 1986 draws to a close and we look forward to the awesome challenges of 1987, I would like to take a moment to review with you — and others on our "media mailing list" — my legislative activities of the past and attempt to focus on the challenges before us in the coming year. An "end of the year" re-cap if you will. I enclose, for your review, a document which outlines my Senate activities — and specifically those that directly affect the people of Wyoming — the people who "hired me on." I would appreciate your taking a few minutes to review this document and to offer any comments or recommendations you might care to share. Because Wyoming’s economy is currently in such dire straits, I believe it is most important that those of us in the Wyoming congressional delegation build thoughtfully on the legislative base we have already established in an effort to address those matters that have presented us with problems in the recent past — issue by issue, point by point. I have been afforded a great honor and singular privilege — serving the people of Wyoming as their U.S. Senator — and although there are so many tough national and international issues with which we must deal, I continue to always believe that my primary efforts must be directed toward those matters that most directly affect the people I represent and serve. That will be, and has always been, my chief goal in public office. I look forward to a continuing fine working relationship with you in 1987. Ann would join me in expressing our personal regards and warmest holiday greetings. United States Senator AKS/dhw �EFFORTS AND LEGISLATIVE ACTIVITIES OF SENATOR ALAN K. SIMPSON FOR THE STATE OF WYOMING I do always appreciate hearing the sincere comments about the very tough economic conditions we are experiencing in Wyoming — there can be no question what ever that the state has indeed suffered some rough blows, and is now seriously distressed. Believe me, I do hear just exactly what a number of folks have been saying — and what so many other of my fine constituents have written to share with me. I aiD listening carefully — and acting too. Please know that - I am doing~everything in my power to-speed tho return of a robust and healthy eponomy to our state. It is certainly not my .Intention to just sit by and watch this situation continue to develop — or deepen. Rather, I have been an active and determined participant in a host of efforts to try to turn the situation around in Wyoming and I will continue to consider those efforts as being my top priority as I serve as a member of your congressional delegation. There are several major fronts in the battle to achieve economic stability in Wyoming. They include; returning our energy industry, especially oil and gas, to a condition of health and prosperity — which will ajso benefit virtually �2 every element of our economy, as it has for nearly all the history of Wyoming; helping to preserve our stricken agriculture industry through a broad based re-alignment of some very expensive and ineffective federal support programs; aiding our cities and towns through established programs to help to achieve economic stability; working to promote domestic and international trade for Wyoming products; a continuing effort to address various wildlife management issues; responding to the proportionately large number of Wyomingites currently or formerly serving in the military, with an eye toward cutting waste and fraud in our defense establishment without weakening our nation’s defense needs; the need to live up to our commitment to the nation’s most deserving veterans, taking into account the surprisingly large veteran population in Wyoming, and without spending beyond the scope of that substantial national commitment. The Wyoming congressional delegation has been working hard to responsibly carry out our responsibilities in all of these areas — and many others — and we have already seen some positive and encouraging results. Let me share with you a number of specific items that I have been working on with particular enthusiasm — personally, administratively and legislatively. We have all seen or experienced first-hand the painful times facing the nation's energy industry. Nowhere are those difficulties — many of which are generated by forces beyond our nation’s borders — more evident than they are in �3 Wyoming. Malcolm Wallop, Dick Cheney and I worked closely with the Secretary of the Interior, Don Model, to provide for the ’’shutting in” of both marginal and large wells on federal land, rather than requiring plugging and abandonment. I was central in the effort to successfully conclude settlement of the massive oil overcharge litigation — also known as the ’’oil entitlement” cases. And I joined with a number of other senators in urging the President to approve the global settlement offer in that litigation, which involved millions of dollars in oil overcharge cases. Indeed, settlement of this litigation has now been approved by the judge and has put an end to the massive legal fees that have piled up. This approval has been fully supported by many oil industry representatives. In fact. President Reagan accepted our - advice ,and-,directed the Office of Management and Budget to approve the proposed settlement, creating the possibility of a final settlement. This is real progress and has a bearing on Wyoming’s economy. I am an original cosponsor of the ’’Oil and Gas Production Revitalization. Act” — which was recently introduced in the Senate. This is important legislation for the State of Wyoming since it contains many important provisions which should assist the oil and gas industry greatly. It covers all the bases. The bill calls for such important provisions as (1) repeal of the Windfall Profits Act, (2) an analysis of the economic and national security impact of current restrictions on the export of oil field equipment and drilling technology, (3) a requirement that 50 �4 percent of the purchases for the Strategic Petroleum Reserve be from domestic sources, (4) an assessment of the economic and security impact of petroleum imports, (5) important natural gas provisions such as the prohibition of differential treatment in rate design and the repeal of the demand restraints of the Fuel Use Act, (6) a repeal of the incremental pricing requirements of the Natural Gas Act, and (7) an important array of regulatory reform provisions involving waste requirements, underground tanks, land treatment sites, industry accounting methods and similar provisions. Unlike legislation which I have recently cosponsored, this particular bill does not contain a provision calling for an oil import fee. We shall have to deal with that separately since the President is clearly opposed to oil import fees and thus it makes sense to "double track" these two pieces of legislation. I have made an extensive effort to bring the provisions of this legislation to the attention of professionals involved in the energy industry, in order that I might have their full and complete reaction to this very important bill. Additionally, on the subject of energy research and development, you should know that I worked diligently to ensure that the Western Research Institute in Laramie, Wyoming, would receive funding even after this important research facility was "de-federalized." The funding I helped to provide for the Institute will allow this important facility to seek private financing in the future. This is certainly not a "pork barrel" project — it will keep an �5 important research operation in Wyoming, which will in turn, provide important secondary economic benefits within our borders. I have also been especially involved in legislative proposals directed at improving the economic environment for the energy industry. I cosponsored separate Senate legislation to repeal the windfall profit tax, which effectively placed the greatest corporate .excise tax of any U.S. industry on the oil and gas industry. The Sennte did, in fact, adopt our repeal of the windfall profit tax on July 31, 1986, as part of the debt limit extenpipn IjegjLslj^tion, which has not yet received full and final congressional approval. In the area of nuclear energy, I have been actiyely involved in a. variety of legislative initiatives regarding Wyoming’s uranium industry. I cosponsored legislation, signed into law in early 1983, calling on the President to prepare and submit to Congress a comprehensive report on the status of the domestic uranium mining and ipilling industry. In that same legislation, we required the Department of Energy to establish standards for assessing the ’’viability” of the domestic uranium industry and to submit an annual report to Congress on the health of the industry — a provision that was essential for the purpose of focusing the attention of the Department on the most unfortunate condition of our uranium industry. �6 This legislation led to a finding by the Department of Energy in 1985 that our uranium industry was, indeed, no longer ’’viable” ( a word which I have come to dislike in the first place!). This was the statutory standard that, in turn, required the Department of Energy to take steps to address the problem. In addition to the steps announced by the Department, I have cosponsored a comprehensive legislative initiative, currently pending before the full Senate, to address the problems now facing our uranium industry and to restore this most important industry to a healthy and competitive condition. This legislation — the ’’Uranium Revitalization and Tailings Reclamation Act of 1986” — includes an important provision addressing the ever-increasing amounts of foreign uranium being used by utilities who operate nuclear reactors. In addition, the bill would establish a comprehensive financing program for the cleanup and stabilization of the uranium mill tailings piles. In addition to those issues, I have been active in my capacity as chairman of the Subcommittee on Nuclear Regulation of the Committee on Environment and Public Works in a number of Initiatives to ensure that federal regulation of Wyoming’s uranium industry is balanced, reasonable, and sensitive to the interests of the state, the citizens of Wyoming, and the individual companies being regulated. In that regard, I was successful in convincing the Nuclear Regulatory Commission that its office in charge of regulating Wyoming’s uranium industry should be relocated from �7 Washington, D.C. to Denver, Colorado, in order to be more easily accessible by the various interests in Wyoming — both governmental and private. By all accounts, the communication has improved and the NEC now has a much finer understanding of the very unique problems facing our uranium producers. In 1982, when the federal agencies in charge of establishing ’•eldanup standards*’ were engaged in a hopeless ’’turf struggle” over who should regulate uranium producers, I cospdnsbred legislation to sort out the conflict and to get the standards-setting process back on track. And I have been very vigilant in the effort to ensure that adequate funding is available for cleanup of the inactive mill tailings site at Riverton, as well as in the vicinity properties where tailings have been found. In 1985, I sponsored legislation to approve Wyoming’s participation in the Rocky Mountain Low-level Radioactive Waste Compact — thereby enabling Wyoming and three other states to move forward with the development of a regional disposal facility to handle low=-level radioactive waste generated in the state and region. I also cosponsored legislation calling for the further production of oil in order to fill the Strategic Petroleum Reserves. The oil to be used for this purpose would come from marginal production wells (mostly ” stripper” wells) and would be paid through a selective oil import duty designed specifically for this purpose. The President subsequently �8 approved a storage increase of approximately 250 million barrels. In a related area, I supported the Trade Adjustment Assistance (TAA) initiative for unemployed energy industry workers — of which there are plenty in Wyoming. In fact, I cosponsored that measure, which passed the Senate on a vote of 55 to 40. I have not always supported the TAA program — and in these times of fiscal austerity I might well vote in favor of future restrictions — or even eventual termination of the program. However, for as long as such a program exists, I do believe that energy related companies and their fine employees that have been hurt by foreign oil imports should be allowed to receive benefits under the Trade Adjustment Assistance program. It is unfortunate that this provision was deleted from the final version of the Supplemental Appropriations bill, but we’ll keep at it! The agriculture industry in Wyoming -- another traditional and important element of our state economy — has also been terribly hard hit in recent years. I have met personally with President Reagan, and with other involved policy-makers, to request extension of the grazing fee formula for public grazing land leases. The President did indeed sign an Executive Order extending the formula which would have expired on December 31, 1986. This will aid stockgrowers who hold public grazing leases, and it will give Congress the time it needs to permanently extend the grazing fee formula. �9 As for other legislative issues involving agriculture, I supported the extension of the Wool Act for another five years — through the marketing year 1991. I also worked for an extension of sugar price supports for five years, and I urged protection for sugar beet growers in the case of bankruptcy of sugar processors. These are key industries in Wyoming. I have also been active in a variety of issues that directly involve Wyoming commerce. In an effort to make Wyoming cities more aware of available economic development assistance, Malcolm and I sent letters to the mayors of all Wyoming cities and towns, advising them of the opportunity to apply — under existing programs, such as Urban Development Action Grants — for funds already appropriated for fiscal year 1986. I repeatedly protested all proposals to eliminate vital rail service to Wyoming communities — both passenger and freight service. In order to foster a more favorable trade situation for Wyoming, I hosted a Chinese trade delegation which visited Wyoming to discuss various ways to encouragd^ and investigate possible business opportunities in Wyoming and China and ways to boost our agriculture and mining products. I also joined in our congressional delegation’s efforts to encourage the Japanese to open up their domestic markets for Wyoming beef, steam coal, soda ash and grain. I worked hard to encourage the Republic of South Korea to increase soda ash imports and other products produced in Wyoming. In fact, in May of 1986, South Korea agreed to increase soda ash imports. �10 Finally, I supported and encouraged the signing of an agreement with the Taiwan Power Company for the purpose of uranium exploration and development in the United States — a ’’first of its kind” agreement that should open the doors to international interest and participation in activities such as this in Wyoming. Most recently, the delegation cosponsored a federal procurement conference in Casper, which brought many Wyoming business leaders into personal contact with a broad range of government agency representatives. The conference was designed to assist Wyoming businesses in their dealings with the government — with particular emphasis on bidding for federal contracts for services or goods. We found that many individuals had missed important and legitimate business opportunities simply because they were intimidated by the complexities of dealing with the federal government. We helped to open those doors. o Here in the Senate, I have worked for passage of legislation to increase and standardize the weight loads which truckers can haul on Wyoming’s interstate highways. This will permit truckers in our state to compete with those in other states, allowing them to haul commodities less expensively — something that is so important to all business throughout Wyoming. I also joined Senator Wallop in cosponsoring legislation to repeal the onerous IRS "simultaneous recordkeeping” requirement which was so �11 troublesome to ranchers, farmers and just about anyone in any business who used an automobile. The IRS will be issuing yet another set of regulations at the end of the year. We will continue to fight that battle to keep the IRS red-tape under proper control. Another most serious matter is the necessary repair of Fontenelle Dam. On May 1, 1986, I joined with Malcolm and Dick in writing to the U.S. Department of the Interior, Bureau of Reclamation. In that letter we stated our support for an interpretation of the Reclamation Safety of Dams Act, which would call for the repair of Fontenelle Dam — with the great majority of the financing to be paid by the Federal Government. The Bureau of Reclamation concluded that our interpretation of the Safety of Dams Act was indeed correct. We subsequently met with the Secretary of the Interior, the Assistant Secretary of the Interior for Water and Science, the Commissioner of Reclamation, and the Director of the Office of Management and Budget. As a result of our efforts, the 0MB agreed that the Federal Government should bear the majority of the cost of repair. The Bureau of Reclamation has recently advised me that the Bureau has received all of the necessary approvals for carrying out the repair work of the dam. That work will now continue beyond the testing phase to complete repair. Wildlife issues have always been of great interest and concern to Wyomingites — and for good reason. I do work diligently to see that those Wyoming interests are not �12 overlooked here in Washington. I actively supported Malcolm in his efforts with the Wallop/Breaux legislation to provide funds for fisheries restoration, and for other fisheries programs through an excise tax on sporting goods. I asked that appropriated funds be earmarked for a ferret breeding facility in Wyoming. With the starvation of ”sub-adult” elk in mind, I helped to secure funding for a new feeder trailer for the elk refuge in Jackson Hole, which will allow more rapid feeding of elk during severe winter storms. On a similar front, I assisted in the earmarking of money to allow the Department of the Interior to purchase ”in-holdings” within the National Elk Refuge in Jackson. And I worked to influence the Forest Service to install acid rain monitors to conduct acid rain studies in the Wind River Mountains of Wyoming in order to protect our pristine high mountain lakes. Military and veterans issues are of substantial concern in our state, with its proportionately large population of citizens currently serving, or having served, in the military. These are issues of very special concern and personal interest to me, as the ranking majority member of the Senate Veterans’ Affairs Committee — and as a veteran and a member of the Veterans of Foreign Wars, American Legion and AMVETS. You should know that we worked hard to ensure that the MX missile — with all of its associated deployment and environmental impacts — will be adequately funded, and that "mitigation agreements" with Wyoming ranchers and communities are equitable. I also acted to ensure that �13 ' funding will be available for a new National Guard Armory in Douglas, Wyoming, since the old armory was recently condemned and is unusable. New construction means jobs. On behalf of the Cheyenne VA Medical Center, Malcolm, Dick and I have written letters to the Veterans Administration requesting that it reconsider its decision to award the $14 million contract for a clinical addition to a Utah "minority firm" without first going through the "normal" bidding process. The contractor has indicated that it will award a minimum of 20 percent of the work to Wyoming firms. As for the Sheridan VA Medical Center, we have joined forces to protest a Veterans Administration move to eliminate or scale-down a proposed $10.4 million outpatient addition. Finally, I was ^strumental in helping to obtain, the federal matching fund grant of $787,938 for construction of an entrance road and bridge for the Oregon Trail Veterans Cemetery. These are only a very few of some issues directly affecting Wyoming that I involve myself with on a continual basis. There are many, many others. In addition, the vast majority of the truly national and international issues also affect Wyoming, and I invest a great deal of time on those. But my first responsibility is service to, and the representation of, the good people of Wyoming. that we can get our economy moving again. I do know Hang on tight, because there is so much yet to be accomplished. While a good number of solutions — both administrative and legislative — are already in the works, I do not think for a �14 Indeed, it has just minute that the tough work is over. begun. Just know that I am working my fanny off — here in the Senate and right there in the state. I travel to Wyoming 25-30 times a year in order to meet with groups and individuals, learning "first-hand” as to which issues and problems are of the most concern to them. I hold "town meetings" throughout Wyoming -- and I take many pages of notes, acting on that information on my return to Washington. I try to respond to every single person who writes to me — although it sometimes takes me and my fine staff a while to fully research each question and prepare a proper response. And I do my very level best to visit personally with every Wyomingite who visits my Washington office, whether or not they have made an appointment. When I was granted the honor and privilege of representing the people of Wyoming as your U.S. Senator, I made but a single promise — to work my duff off; and to hope to make you proud.
